On 27.12.2022, the National Committee of Large Dams (ALBCOLD) organized the meeting for the month of December 2022. In this meeting, several issues were analyzed and discussed as follows:

•  The regulation of the use, operation, monitoring and security of the Bovilla dam presented by WSS Tirana as the user of the dam and the reservoir created by it. The technical documentation of this Regulation submitted to SKDM included the requirements of the ALBCOLD guidance expressed in Decision No. 3, dated 19.10.2020 regarding the drafting of the regulation. After the discussions of all the members, ALBCOLD decided to approve the Regulation of the use, operation, monitoring and safety of the Bovilla dam presented by the WSS Tirana company, leaving some tasks related to the updating of the regulation of the use of the dam’s discharge system, preparedness plan in case of civil emergencies, as well as taking measures for the installation of alarm systems in the dam and in the urban area below it, as well as for monitoring landslides in the vicinity of the Bovilla dam.

•  Regulation of utilization, operation, monitoring and safety of the HPP Fangut dam and the HPP Okshtuni dam presented by the company AYEN AS and DITECO shpk as the users of the dam and the reservoir created by them. The technical documentation of these Regulations submitted to the SKDM included the requirements of the ALBCOLD guidance expressed in Decision No. 3, dated 19.10.2020 regarding the drafting of the regulation. After the discussions of all the members, ALBCOLD decided to approve the Regulation of the use, operation, monitoring and safety of the HPP Fangut dam and the HPP Okshtuni dam, given some tasks related to the updating of the regulation of the discharge of large sumps, including discharges due to large flows with repetition once in 50 years and in 100 years.

•  State control of large dams that have been put into use within the last 10 years. The chairman informed the members of ALBCOLD regarding the requirements of the law for the 5-year state control of the large dams that have been put into use within the last 10 years, as well as the communication with MIE and AKBN regarding this process. Based on the above, the members of ALBCOLD agreed that for the 4 large dams of HPP Banje, HPP Fangut, HPP Lumzi and HPP Murdhar, the relevant state controls should be organized in accordance with the requirements of the legislation in force, and SKDM should prepare a work program of which will be approved by ALBCOLD before starting this process. At the end of the Control, the working group will submit a detailed report to ALBCOLD, MIE, AKBN and the users of the dams.

At the end of the meeting, the Chairman of ALBCOLD informed the members about the visit to North Macedonia as well as the Memorandum of Understanding signed with the Committee of Large Dams of North Macedonia, MACOLD
