On 22.08.2022, the National Committee of Large Dams (ALBCOLD) organized the meeting of August 2022.
The main issues discussed in this meeting were:
1-Analysis and discussion regarding the implementation of the requirements of DCM No. 147 and Decision of ALBCOLD No. 3, dated 09.10.2020 for the preparation of Regulations for the use, maintenance, and monitoring of large dams by their Operators. After the discussions of the members who were present, ALBCOLD decided to ask the Operators of the large dams used for irrigation, fishing, and water supply to submit the regulations for the use, maintenance, and monitoring of the dams drawn up according to the requirements of the above legislation and the relevant decision of ALBCOLD.

2- Review the technical documentation of the implementation project for the rehabilitation of the Cerkeze dam in the municipality of Tirana. After reviewing the documentation, ALBCOLD approved the presented implementation project and asked its Operator (Tirana Municipality) for information on the start of work on this object according to the requirements of the legislation in force. Also, the Dam Operator must submit the regulations for the use, maintenance, and monitoring of the dam to ALBCOLD after the completion of the works

3- Review of ICOLD’s request for the main technical issues to be discussed at the 28th ICOLD congress. The members of ALBCOLD suggested and agreed that the main issues that should be proposed to be considered at the next ICOLD congress are the issues related to the safety certification of dams and their safety plans, the updating of the methodologies for the calculations of discharge systems and their capacities as a function of climate change, Evaluation and management of the levels of reservoirs, dams and their hydraulic structures, as well as the updating of geotechnical and geophysical study methodologies and related to new dams and dams in use

On August 29 and 31, 2022, ALBCOLD organized working meetings with the prefect of the Vlora district as well as representatives of the municipalities of the Fier district. In these meetings, some main issues related to security and monitoring of irrigation dams such as the lack of contingency plans in cases of civil emergencies, lack of monitoring of irrigation dams administered by these municipalities, the lack of assessment of the assets of the dam elements as well as the requirements for the Report of the first 6 months of 2022. In these meetings, ALBCOLD expressed concern that the users of the dams do not know the situation of volumes of water in the reservoirs created by the dams as well as the situation in relation to the urban areas that can to be flooded in the event of a possible dam failure. During the meetings, the request of ALBCOLD was emphasized that no project for the rehabilitation of the dams will be approved because there is no readiness plan in cases of civil emergencies, assessment of dam assets as well as measurements of actual water volumes.
