On 26.07.2023, the National Committee of Large Dams (ALBCOLD) organized the usual meeting for the month of July 2023.

In this meeting, several issues were analyzed and discussed as follows:

• Documentation presented by the Maliq Municipality for Civil Emergency Preparedness Plans for the large dams used by the Maliq Municipality. From the review of the presented documentation, it was found that the documentation is not in accordance with the requirements of the legislation in force as well as the instructions of ALBCOLD. After the discussions of the present members, ALBCOLD decided to ask Maliq municipality to draw up and submit plans for each dam in accordance with the law and ALBCOLD instructions, including flood maps as well as the 4 scenarios related to the action plan in cases of these emergencies.

• The documentation presented by the Devoll Municipality for the Civil Emergency Preparedness Plans for the large dams used by the Devoll Municipality. From the examination of the presented documentation, it was found that the documentation is not in accordance with the requirements of the legislation in force and the instructions of the ALBCOLD. After the discussions of all the members present, ALBCOLD decided to ask the municipality of Devoll to draw up and submit these Plans for each dam in accordance with the law and the ALBCOLD Instructions, including the flood maps as well as the 4 scenarios related to the action plan in the cases of these emergencies.

• WSWC of Tirana study regarding wave calculation and flood maps for the dam of the artificial lake of Tirana. From the review of the received documentation, it appears that the Study was prepared in 2017 and did not take into consideration any of the requests of the ALBCOLD expressed at that time, which, due to the shortcomings it had, did not approve. ALBCOLD does not approve this Study and asks WSWC of Tirana to prepare the civil emergency plan including wave calculations in case of dam failure as well as the flood map in the urban area below the dam of the artificial lake in accordance with the requirements of the legislation in force.

• Technical documentation Presented by the Kamez Municipality for the approval process of the implementation works for the Paskuqan dam rehabilitation project. From the examination of the presented documentation, it was found that the documentation is not in accordance with the requirements of the legislation in force as well as the instructions of KKDM. After the discussions of all the members present, ALBCOLD decided to ask the municipality of Kamez to complete the relevant documentation in accordance with the law, including the situation of the completed works, and to notify ALBCOLD of the completion of this process according to the requirements of Article 24 of VKM No. 147, dt. 18.03.2004.

• Technical documentation presented by APC sh.a for the approval process of the implementation works for the construction project of the installation of the PV plant on the Qyrsaq dam. From the examination of the presented documentation, it was found that the documentation is not in accordance with the requirements of the legislation in force and the instructions of the ALBCOLD. After the discussions of all the members present, ALBCOLD decided to ask APC sh.a to complete the relevant documentation in accordance with the law, to notify ALBCOLD for carrying out this process according to the requirements of Article 24 of DCM No. 147, dt. 18.03.2004 and to monitor the dam and the PV Plant according to the requirements of the technical standards.
