On 22.01.2024, the National Committee of Large Dams (KKDM) was organized the usual meeting for January 2024.

In this meeting, several main issues were analyzed and discussed as follows:

• Plans of the Peninsula in case of civil emergencies for the large dams used by the Municipality of Dimal. KKDM reviewed the Emergency Plans in case of civil emergencies (PGEC) for the large dams of Allambrez, Gorican I ri, Gorican I veter, Malthike, Manastir, Protoduar, Slanice that Dimal Municipality uses. PGEC for the 7 big dams was prepared by the specialists of Dimal Municipality. The KTPD recommended to the members of the KKDM to approve the civil emergency plans presented by the Municipality of Dimal. KKDM decided to approve PGEC for 7 large dams that are used and administered by the Municipality of Dimal. At the same time, the KKDM decided to ask the Municipality of Dimal to prepare flood maps and define high-risk areas in the case of maximum water flows with recurrence once in 100 years, 1 time in 1000 years, and in case of possible damage to any of these dams as well as the preparation of projects for the installation of alarm systems in large dams that are at high risk for the loss of people’s lives in the urban areas below them in case of large flows or the possible destruction of any dam.

• Regulation regarding the use, maintenance, monitoring, and safety of the Black Lake Dam administered by Teodori 2003 Company. KKDM reviewed the regulations for the use, maintenance, and safety of the Black Lake dam as well as the Preparedness Plan in case of civil emergencies prepared by TEODORI 2003 Company. After the discussions of the members of the KKDM and the recommendations of the KTPD, it was decided to approve the use, maintenance, operation, and safety regulations for the Black Lake dam located in the area and used by the TEODORI 2003 company, as well as the Emergency Preparedness Plan civil for cases of exploitation and destruction of dams or large streams; Also, KKDM decided to ask the company Teodori 2003, as the user of the HEC Ternove dam complex, to carry out bathymetric measurements in the created reservoir and analyze the sediments according to the requirements of Article 30 of VKM No. 147 given above as well as taking measures for the installation of monitoring systems in the dam and the alarm system in the dam and the urban area below it according to the requirements expressed in article 32 and 35 of VKM No. 147 given above;

• Review of the Roskovec Municipality’s request for the supervisor of the rehabilitation works at the Ngjeqari dam. Supervisor of works ‘SELAS’ shpk with Legal and technical manager Eng. Vladimir Agalliu was appointed by Roskovec Municipality to supervise the works for the rehabilitation of the Ngjeqari dam which is used by this Municipality, according to the documentation submitted to KKDM, it turns out that he is experienced in the construction works of hydro-technical works, and especially dams and is equipped with the relevant license for the supervision of dam works. As for the above and with the positive recommendation of KTPD, KKDM approved the request of Roskovec municipality for the supervisor of the rehabilitation works of the Ngjeqari dam and asked the Municipality that at the end of the rehabilitation works, to submit to KKDM the act of approval of the works as well as the project applied according to the fact for the works performed.

• Determination of large dams with priority in the use of the fund for the civil emergency program of the Ministry of Defense for the financing of projects related to dams. KKDM considered the request of AKMC for cooperation about the use of the fund for the dams designated based on Law No. 97/2023, dated 07.12.2023 ‘For the 2024 Budget’ and the priorities of using this fund based on the risk of large dams. After the discussions of the members of the KKDM, it was decided to request the AKMC that in the evaluation of the criteria for the financing of projects for the rehabilitation and reconstruction of dams and reservoirs, priority should be given to large dams and their high-risk reservoirs for the urban areas below them given in the table attached to this decision. This table has been prepared taking into consideration the 4 main risk determination criteria given by ICOLD such as the number of people at risk below the dam, the economic damage caused in the areas below the dams as a result of the use of the dam, the volume of water in reservoir and dam height;

Also, KKDM decided to ask AKMC that the selected projects should include alarm systems in the dams and the urban areas below them endangered by the use of dams and reservoirs as well as the monitoring systems in the dams requested in VKM No. 147, dated 18.03.2004 ‘Approval of the Regulation on the Safety of Dams and Dams’, article 32, point 2 and article 35;
The technical documentation of the projects prepared by licensed consultants for the design of dams determined by the users of the dams according to the applying local self-government units must be approved by KKDM before the implementation of the project begins according to the requirement of annex 7 of the relevant law No. 97/2023
