On 20.09.2023, the National Committee of Large Dams (ALBCOLD) organized the usual meeting for the month of September 2023. In this meeting, several issues were analyzed and discussed as follows:

• Examination of preparedness plans for civil emergencies in case of large flows or possible dam failure for the 5 dams administered by the Skrapar Municipality. After the discussions of the present members, the KKDM decided to approve the Preparedness plans for civil emergencies in the event of a possible dam failure and the maximum flows that may come to the area. In addition, the ALBCOLD requested that the Skarapr Municipality prepare flood maps in cases of maximum flows with the possibility of repetition once in 1000 years, and in the case of dam failure, as well as to provide information to the ALBCOLD regarding the dams that have lost their function. of their use

• Review of the ALBCOLD Budget expenses for the activities and activities during the year 2024. In order to determine a budget that is as clear as possible, complete, and accurate, ALBCOLD discussed at the beginning the main activity of ALBCOLD and its supporting structures for the year 2024 as well as the obligations defined in the legislation for the representation of the Albanian state in the International Commission of Large Dams (ICOLD). Also, the Committee discussed the main activities foreseen by ALBCOLD during the year 2024 for the 10-year safety control of large dams according to the law and the priorities set by the Committee, the preparation of technical standards in the field of dam monitoring and anti-seismic measures in this sector, the organization of training for dam users regarding the operation and monitoring of dams, the promotion of the dam safety sector, the organization of activities on the occasion of the 60th anniversary of Albania’s membership in ICOLD, the support of technical progress in the field of dam safety, cooperation with similar European organizations, etc. During 2024, it is planned to organize joint conferences with the National Committee of Dams and Reservoirs of France (CFBR) and similar neighboring Committees, the European network of Dam Safety Authorities as well as various activities related to the 60th anniversary of Albania’s membership in ICOLD.

 Request for an opinion regarding the functional structure for the financing of HPP Skavica. The members of ALBCOLD gave their own opinions regarding the way of engagement and cooperation with this functional structure, bearing in mind that ALBCOLD is a structure set up with technical representatives from various central institutions based on law No. 8681, dt. 02.11.2000, where the members of ALBCOLD are technical specialists in the field of engineering and civil emergencies and do not have the appropriate qualifications and experience in relation to the economic and financial aspects of the financing procedures of a project. At the end of the discussions, it was agreed that ALBCOLD expresses its readiness to cooperate with the team of this structure for any professional technical analysis based on the legislation in force.
