During the month of June 2024, ALBCOLD organized several important activities in the framework of strengthening and improving the control sector in dams as well as in the framework of cooperation with the dam safety authorities in Europe. Information about these activities is given in the previous announcements that can be viewed on this page of ALBCOLD.
On 28.06.2024, the National Committee of Large Dams (KKDM) organized the usual meeting for the month of June 2024. In this meeting, several main issues were analyzed and discussed as follows:
- The implementation project for reconstructing the Manskuri hydro-technical node also includes the rehabilitation of the Manskuri dam with a height of 36 m.
The implementation project was prepared by the consulting firm Zenith&CO shpk. From the review and analysis of the submitted documentation, it appears that the consulting firm has submitted the documentation required in the above legislation regarding the dam. Given that this dam is classified as a high-risk dam due to the number of people at risk who are in the urban area below it, in the discussions organized during the meeting, the members of the ALBCOLD focused their attention on fulfilling the requirements of the Decision of the KKDM No. .05, dated 21.02.2024, especially about the calculations for verifying the durability and stability of the dam before and after its rehabilitation, as well as the control of the capacities of the discharge system. The members of ALBCOLD pointed out the fact of the absence of the alarm system in the dam and the complete instrumentation of the monitoring of the dam during its reconstruction and exploitation, according to the requirements of the legislation in force, demanding that these systems be foreseen in the project.
The Permanent Technical Council of Dams (KTPD) gave their opinion to complete some technical requests expressed by the Opposition of IN as well as the completion with details of some main elements such as the details regarding the placement of the work of water intake, details of the connection of the existing body of the dam with the new part, etc. After all the members’ discussions, ALBCOLD decided to ask DWC and the consultant to complete the deficiencies found by KTPD, ALBCOLD, and the IN Report requests in the presented implementation project.

2- Examination of the problems related to the use, maintenance, monitoring, and safety of the Fangut HPP dam, as well as the annual report prepared by its user, the company AYEN shpk.
The review and analysis of the annual report on the condition of the HPP Fangu dam shows that the information sent by the user of this dam, the company AYEN shpk, regarding the condition of the dam and its monitoring is shallow, and not supported by monitoring data. dams, especially in relation to the filtrations in the dam or the measurements required by the legislation in force (DCM No. 147, dated 18.03.2004, articles 31 and 32) and the requests of ALBCOLD expressed in the letters sent to this company.
Also, from the examination of the Annual Report, it appears that the company has not provided any information regarding the fulfillment of the requirements of the working group after the 5-year control of the ALBCOLD expressed in Decision No. 45, dated 27.12.2023. After the discussions of all the members present, ALBCOLD decided to ask the user of the dam, the company AYEN shpk to prepare and submit within the month of September 2024 a detailed report regarding the current condition, monitoring, maintenance and safety of the HPP Fangu dam in compliance with the requirements of the legislation in force and the requests of ALBCOLD expressed in the relevant letters for the preparation of the annual report. This report should also include the information required for the measures taken to meet the requirements expressed in the Decision of the ALBCOLD No. 45, dated 27.12.2023 regarding the recommendations given by the working group that carried out the 5-year control at the HPP Fangu dam.

From June 18 to 20, 2024, the annual meeting of representatives of the European Dam Safety Authorities (EDSAN) was organized in Tirana. EDSAN is a network of State Authorities that exercise safety control and monitoring of dams in European countries.
These authorities work in the main institutions of the state and exercise state control in terms of security and condition dams according to the legislation in their countries, the instructions and recommendations given by them as well report to the higher governing institutions for the condition, monitoring, and safety of dams from their users.
The meeting was attended by representatives of Dam Safety Authorities in Europe from 12 countries such as Austria, England, Germany, Greece, Norway, Finland, Sweden, France, Italy, Switzerland, Romania, Albania, etc.
The meeting was organized in the form of a round table where several issues were presented mainly in the dams sector as below:
- Main developments during 2023 in the sector of state control and monitoring of dams
- Guidelines and technical standards for the control and monitoring of small high-risk dams
- The main topics on the installation of PV plants on large dams and reservoirs
During this three-day meeting, more than 30 presentations were made by the participants, where the main issues related to the monitoring and safety of dams in Europe were addressed, as well as the improvements that should be made in the legal and institutional framework in the dam sector. The meeting also emphasized the work that must be done to advance developments in the direction of modern and real-time monitoring of dams, as well as the trends that are being noticed in Europe for the use of dams and the reservoirs created by them as great potential for installation of photovoltaic plants.
