On 28.03.2024, the National Committee of Large Dams (ALBCOLD) organized the usual meeting of March 2024. In this meeting, several main issues were analyzed and reviewed as follows:

• Annual report of ALBCOLD for 2023 on the condition, monitoring, maintenance, and safety of large dams prepared by the working group. Based on the current situation for the control, monitoring, and safety of large dams in our country, which is given in a concrete and detailed manner in the annual report above, ALBCOLD has expressed concern about the current state of this sector, especially about the monitoring of dams and which has become quite problematic. To improve this situation, through this report, ALBCOLD has recommended to the Council of Ministers a reform and an institutional and legal reorganization of the sector and an increase in the responsibility of dam users. The reform should be based on the experience of the European Community countries in the field of control and monitoring of dams. This reform should consist of the restructuring of the sector of state control and management of dams, in the revision and strengthening of the requirements of the legislation in force, making it possible to increase the attention in this sector and exercise strict and professional control. The above Annual Report was approved by the unanimous approval of all members of ALBCOLD present at the meeting

• The request of the Company “GENER 2” shpk regarding some changes to the implementation design for the residential and service structure 1+17 floors in Kosovare Street. After the discussions of all present members of ALBCOLD, it was agreed that the request would not be taken into consideration. Based on Law No. 8681, dated 02.11.2000 “On the Design, Construction, Use and Maintenance of Dams and Dams”, Article 4, ALBCOLD approves the detailed design of new dams as well as repair and improvement projects of dams that are in use; Therefore, ALBCOLD does not have legal powers to examine projects for objects that are not part of the repair or improvement of the Tirana lake dam that is currently in use. At the same time, it was agreed to inform again the Applicant and Tirana Municipality that ALBCOLD with Decision No. 04, dated 06.01.2015 has canceled Decision of KKDM No. 2, dated 04.07.2014 and Decision No. 3, dated 23.09.2014 on the Hydrotechnical Study for the dam safety of the Artificial Lake of Tirana.

 The request of AEC sh.a for the review of the implementation project for the installation of a Photovoltaic Plant in the Zadeja dam of HPP Vau i Deje. Based on Law No. 8681, dated 02.11.2000 “On the Design, Construction, Use and Maintenance of Dams and Dams”, Article 4, as well as DCM No. 147, dated 18.03.2004 “Approval of the Regulation on the Safety of Dams and Dams” Article 32, the National Committee of Large Dams (ALBCOLD), took into consideration the detailed design for the installation of the photovoltaic plant with a power of 8.25 MWp on the lower side of the Zadeje dam at the HPP Vau I Deje. ALBCOLD focused on the technical documentation related to the structural, constructional, and sustainability aspects of the dam as well as on the monitoring of the dam and the PV plant in the future after its placement in the dam. Based on the technical documentation presented by AEC shpk as the user of this dam, the current conditions of the dam, the opposition of the Construction Institute, international experiences in the installation of PV Plants in dams with local material as well as the requirements of the above legislation, ALBCOLD decided to approve the Detailed design presented by KESH sh.a for the installation of the photovoltaic system with a power of 8.25 MWp.

At the same time, ALBCOLD decided to ask AEC sh.a to create the possibility of access to all the elements of the monitoring systems of the dam and its sub-objects through the access roads, the control of all the elements of the monitoring systems of the dam that are currently installed and in that it is necessary to adapt them to the new conditions with the main purpose of their future operation without problems and monitoring the dam at any time, taking measures for the best removal of the area where the concrete bases and supporting structures of the PV panels are placed to eliminate any effect of surface erosion that can be created on the lower side, as well as the implementation of the requirements of DCM No. 147, dated 18.03.2004 “Approval of the Regulation on the Safety of Dams and Dams” Article 20, 21 and 24 regarding the supervision and approval of the works that will be carried out for the implementation of this project.
