On 21.02.2024, the National Committee of Large Dams (ALBCOLD) organized the usual meeting of February 2024.

In this meeting, several main issues were analyzed and reviewed as follows:

• It detailed a design project for reconstructing the hydro-technical complex of Manskuri used by UKD. ALBCOLD analyzed the project presented by RWC of Durrës for reconstructing the hydro-technical complex of Manskuri, which was prepared by the consulting firm ZENITH shpk. From the review of the submitted documentation, it appears that the project has not met the requirements of Article 5, point B of the above law as well as Article 8 of the respective DCM. The hydrological relationship and the relationship with the characteristics of the construction materials are missing in the presented documentation. ALBCOLD requests given in ALBCOLD Decision No. 15, dated 25.05.2023 have not been completed. Specifically, the submitted documentation lacks calculations and verification of the stability of the dam in the current conditions and after the planned rehabilitation, the technical report for the monitoring systems that must be installed in the dam and the alarm system according to the requirements of the legislation in force, the volume curve and actual water surfaces for the Manskuris reservoir based on actual bathymetric measurements. The Seismic Study does not meet the requirements of ALBCOLD regarding the seismic risk for dams. PTCD recommended to the members of ALBCOLD not to approve the presented project because of the high risk of loss of lives of people in the urban areas below them in case of large flows or the possible destruction of any dam. For the above, ALBCOLD decided not to approve the implementation project submitted by RWC of Durrës for the reconstruction of the Hydrotechnical complex in the Manskuri reservoir due to the deficiencies found in the technical documentation presented as well as the non-fulfillment of the requirements of the legislation in force and the requirements of ALBCOLD. At the same time, ALBCOLD decided to request RWC of Durrës, the completion of the technical documentation of the project with the design task, the full hydrological relation, the relation with the characteristics of the construction materials, the relation, and the relevant calculations for the verification of the stability of the dam before and after the reconstruction, the relation about with the monitoring systems that must be installed in the dam, the relationship regarding the installation of the alarm system in the dam and the urban area below it, the Report of the licensed consulting firm with experience in the field of dams, the relationship regarding the exploitation regulation and dam monitoring.

• Examination of the request of Tirana Municipality and RWC of Tirana for an idea project related to the rehabilitation of the dam of the artificial lake of Tirana. During this meeting, ALBCOLD reviewed the technical documentation presented by RWC of Tirana and the Municipality of Tirana for idea projects related to the Reconstruction of the Tirana Lake Dam, which is administered by RWC of Tirana and owned by the Municipality of Tirana. The Tirana Lake Dam with a height of 17 m and a length of 600 ml was built in 1959 and overbuilt in 1962. The review of the submitted documentation shows that the TOR was missing. The project has not been signed by the owner or user of the dam, and the report of a consulting studio with license and experience in the field of dam design, etc., is required based on DCM No. 147 above, article 10. Also, based on Article 13 of DCM No. 147, for the cases of dam repair or improvement projects, only the requirements of Article 9 apply, which are related to the content of the implementation project for technical approval in ALBCOLD. Regarding the above, the members of the ALBCOLD agreed to request the Municipality of Tirana and RWC of Tirana to submit a complete detailed design project for the rehabilitation of the entire dam discharge system from the discharge gate tower in the dam to the outlet of this system in the Lana river, accompanied by a full investigation of the entire system, including an investigation with CCTV or modern investigative methods inside the main collector, as well as a clear analysis of the current state of this system, its transmission capacity and use of this system for the discharge and pouring into the river of Lanes of wastewater and rainwater in the area where this collector passes
