On 25.4.2023, the National Committee of Large Dams (ALBCOLD) organized the usual meeting for the month of April 2023.

In this meeting, the problems related to the annual report on the condition and safety of the large dams administered by the Society were analyzed and reviewed. private AYEN SA ENERGY, MBZHR, Shijak Municipality, and Kolonje Municipality.

For the HPP Fangut dam, which is administered by the private company AYEN SA ENERGY, it was discussed about the filtration found in the lower part of the dam, as well as the measures for their monitoring. The members of the ALBCOLD requested that the dam operator perform an analysis and an in-depth study regarding the quantity and quality of the waters of these filtrations as well as the possible paths of their movement, the monitoring of the quantity and quality of these filtrations in time real and online as well as sending their monitoring data to ALBCOLD.

For the irrigation dams that are administered by the two municipalities mentioned above and by the Ministry of Agriculture and rural development (MBZHR), the following issues were established and discussed:

• Lack of preparedness plans in case of civil emergencies and alarm systems.
• Lacks monitoring systems and monitoring databases in dams.
• The lack of measurements of the current volumes of water in the reservoirs created by them, which have also created problems in their management and utilization.
• Lack of an assessment of the assets of the dams and their elements or of the register of these real estates.
• Lack of measures for the physical security of dams and their main elements.

ALBCOLD requested that these dam users take appropriate measures according to the legislation in force and send a work program for the implementation of these measures to ALBCOLD within the month of July 2023

Also on April 24, 2023, the Chairman of the ALBCOLD organized a working meeting with the General Secretary of the Ministry of Agriculture and Rural Development (MBZHR), where the problems related to the control, monitoring, and security of the irrigation dams administered by this Ministry were discussed in detail. During the meeting, concern was expressed for the malfunctioning of the monitoring and control process of the large irrigation dams from the drainage boards in Fier and Korce, the lack of measurements for the water volumes and sediments in the large reservoirs created by these dams, as well as the issue of security of these important objects.
